BENAZIR TALEEMI WAZAIF

Introduction:

Benazir Taleemi Waziif is a Conditional Cash Transfer Program to educate youngsters from BISP participants. Kafalat beneficiaries to the higher secondary levels. By offering cash incentives in addition to the benefits, beneficiaries are encouraged to ensure their children are enrolled in colleges and schools, as well as reduce dropout rates by ensuring the retention of their children.

Objectives:

The goal for Benazir Taleemi Wazaif are:

• To build long-term permanent awareness about the significance of primary, secondary, and higher secondary education in BISP beneficiaries’ families;
• To increase the number of children enrolled in primary, secondary, and higher secondary education;
• To increase the school attendance of children; and
• To reduce the rate of school dropouts.

Stakeholders:

The principal stakeholders involved in the implementation of the program are:

4. Donors

Background:

Benazir TaleemiWazaif Programme was initially tested with five (5) districts in November 2012. The program gradually expanded beyond five (5) districts to thirty-two (32) in 2015. It was expanded to thirty-two (32) districts in 2015 and fifty (50) districts in 2018. In January 2020, the program was expanded to 100 (100) districts. In July 2020, the program was extended to every district of Pakistan.

The Key Processes:

The following are the key steps of the Taleemi Wazaif Program:

i. I. Supply Capacity Assessment (MSCA)

BISP collects the data for micro supply capacity assessments for all provincial education departments and public schools. The goal of collecting MSCA data is to determine the available capacities (available capacity to enroll and infrastructural conditions, accessibility, and catchment areas) of private and public schools before launching registration and enrollment actions. Assessment of capacity for supply in private schools is being conducted upon the identification of mothers before enrollment of children.

ii. Social Mobilization:-

Social mobilization aims to raise awareness among BISP beneficiaries’ families of how important education is. BISP field teams travel to diverse districts’ localities to encourage beneficiaries to take their children to school. They also visit the children of those who aren’t complying in their respective quarters to learn the cause of non-compliance and encourage them to achieve the necessary attendance. BISP field offices conduct mobilization and other activities on a massive size when of attendance compliance. However, the activity is not being implemented in the field due to the closure of schools, the completion of the task, and the school holiday.

iii. Registration and Enrollment-

Enrollment is among the most important activities of the Taleemi Wazaif program. After the SCA, the mass registration process is initiated by encompassing the entire potential beneficiaries. The Taleemi Wazaif prospective households are invited to register at registration centers or Tehsil offices close to their localities. They also communicate with beneficiaries locally and through a wide Public Information Campaign (PIC) (media campaign). A successful registration by Taleemi Wazaif family members makes the family and children eligible the beneficiaries of the program.

The purpose of the registration process is to determine those who are active BISP families that have kids (4-12 years) in primary school as well as youngsters (8-18 to 18 years) for secondary school and youngsters (13-22 years) to attend higher secondary school and then register them in the program.

iv. Access and Attendance Conformity

Benazir Taleemi’s cash transfers are contingent upon the beneficiary families observing requirements for admission, attendance, and rules that are a part of the program. The program’s goal is to monitor the children’s compliance with co-responsibility to allow families of the children to cash benefits. However, the transfer is suspended if a child is not in compliance. The following are the main goals of the attendance and admission compliance process:

• Find the children of beneficiaries who have met the stipulated co-responsibilities about attendance and admission and will be eligible for cash transfer;
• Recognize Taleemi Wazaif beneficiary children who haven’t fulfilled their co-responsibility and trigger alerts in these instances, and apply the consequences for non-compliance;
• The beneficiary child is suspended from the program if they have not met the attendance requirement for three consecutive periods of compliance.

1. Case Management

Case Management is vital to the operation of the program. Beneficiaries can lodge various types of complaints with field offices. The speedy resolution of grievances will increase the effectiveness of the implementation of the program but also boost the trust in the ability of BISP beneficiaries to allow their children to attend school. BISP Field offices are responsible for handling all complaints.

The eligibility criteria for enrolling children in the Benazir TaleemiWazaif program are as follows:

• The children of Active BISP Kafalat Beneficiary
• The age criteria for children is 4-12 for admission to Primary Education.
• The age criteria for children is 8-18 years to be enrolled in Secondary Education
• The age requirement for children is 13-22 years old for enrollment in Higher Secondary School Education.

Enrollment Process:

To be a beneficiary child under the program, a child must be accepted to a school or college in any of the districts in the country. Beneficiaries must go to an enrolment center or field office together with their child and the all the required documents to register them in the Benazir Taleemi Wazaif program:

• CNIC from the person who is beneficiary
• NADRA issues b-form/CRC;
• Admission slips for schools contain information about the class, including the school’s name and the teacher’s signature.

Verifying B-form/CRC using the NADRA database is required to ensure that a child is enrolled in the program.

The application has been developed to enable self-enrollment. Children of active Kafalat beneficiaries can also be enrolled in Benazir TaleemiWazaifprograme through this digital application by their parents/teachers, the link for downloading the application is given below:

Co-Responsibilities:

Benazir TaleemiWazaifProgramme has two co-responsibilities that the children have to comply with to receive cash transfers

1. Admission to a school or college
2. 70% of all attendance in the quarter

• i. Admission Co-responsibility

Every child (under the age of eligibility) in the active BISP family is screened only once at registration (when the child is enrolled in the Programme). First quarter payments are made available following enrollment of children in Benazir TaleemiWazaif.

1. Attendance Co-responsibility

The beneficiary child must attend college or school for at least 70 % of the days that they are in school or college within a single quarter to qualify for cash transfer beginning in the 2nd quarter onwards.

Promotion for Graduation of Girls

One-time graduation bonuses of Rs.3,000/- are a part of the Benazir Educational Stipends program designed to motivate girls to complete their primary education.
